+voicebitch

I'd like to have the .+voicebitch feature because it would come in handy in a big channel like #fw. All the ops just voice friends or anybody they like and it completely defeats the goal of what we want. We easily get 100+ voiced users in the channel and constantly have to trim it down. This way the list will be forced to be centralized and neat. I'd like the script to affect anyone without a proper +v flag in the bots who obtains a +v on the channel, excluding ops of course.
